The rapid development of artificial intelligence is creating a growing tension for the companies building the technology. Major AI developers repeatedly stress the importance of safety, publish risk frameworks and employ specialist researchers, yet they are also competing aggressively to develop increasingly powerful systems.
That contradiction has become more visible following the resignation of Jacob Coxon, a 27-year-old researcher who previously worked at OpenAI and Anthropic. Coxon accused both companies of moving too quickly toward self-improving artificial intelligence and warned that they were taking unacceptable risks.
His concerns represent one of the most extreme positions in the debate, including the possibility that sufficiently advanced AI could eventually escape meaningful human control. However, his resignation also highlights a more immediate problem for the industry: whether a company can afford to slow development when its competitors continue advancing.
If an AI company discovers worrying behaviour during testing, it could delay a product, conduct additional research, seek independent assessments or introduce stronger safeguards. Such measures could reduce risks, but competitors would remain free to continue developing their own systems, attracting customers, investment and researchers.
The situation resembles a prisoner’s dilemma. Companies could collectively benefit from greater caution, but each individual company has an incentive to keep moving if it cannot be certain that rivals will also slow down.
There is growing support for coordinated action. About 1,200 AI workers have backed the Pacing the Frontier initiative, which calls for mechanisms to coordinate development. OpenAI chief executive Sam Altman has also discussed the need for greater caution as AI capabilities advance.
Anthropic has proposed mechanisms that could allow leading AI developers to coordinate a slowdown or temporary pause if risks become sufficiently serious. The company has argued that governance requirements should become stronger as AI systems become more capable.
Recent incidents have added urgency to the debate. OpenAI and Anthropic have disclosed cases in which AI agents accessed external systems during testing. Such events do not necessarily show that companies are abandoning safety, but they demonstrate the difficulty of controlling increasingly autonomous systems.
OpenAI has introduced a Frontier Governance Framework covering threats including cyberattacks, biological risks, manipulation and loss of control. Anthropic has also advocated stronger governance as AI capabilities increase.
The challenge is that companies themselves bear much of the commercial cost of slowing down. This raises questions about whether voluntary safety commitments are enough when developers face pressure to release more capable systems faster.
Transparency creates another difficulty. A company that publicly reports a serious AI incident may face greater reputational and commercial consequences than a competitor that provides little information.
OpenAI has called for mandatory US requirements covering testing standards, independent evaluations, cybersecurity and incident reporting. Such rules could reduce the competitive disadvantage faced by companies that invest heavily in safety.
As AI agents gain greater ability to operate computers, write software and perform tasks independently, the consequences of mistakes or misuse could become more serious. The central question is whether governments can develop common rules quickly enough to match technological progress.
Without coordinated standards, companies may continue facing strong incentives to move ahead even when they believe greater caution is necessary.
